BACK TO THE BASICS |
At know fault of your own; many American's and people around the world have found themselves in an unfamiliar situation, suffering from the economic impact of the Coronavirus. Furthermore, it doesn't translate that the people should be hopeless when the #BuildBackBetter Biden Administration has assistance in place. If many government agencies in the District of Columbia transitioned to 100% telework during unfamiliar times, did that further delay sufficient processing time for Pandemic Unemployment benefits? According to the DC Department of Employment Services they had been overwhelmed before June 6, 2021 in an effort to process Pandemic Unemployment Benefits claims for District residents. Apparently there system hadn't caught up the retrieving the lump disbursement from the United States Department of Labor to help residents during these unfamiliar time, and now the Wu variant is here and the Pandemic Unemployment Benefits are ending in less than 24 hours, September 4, 2021.
According to the law, on or after January 1, 1938 benefits shall become payable from the Benefit Account of the District Unemployment fund. The maximum weekly benefit amount shall be determined and announced by the Director in accordance with the foregoing formula. On the bases of wages and employment in the 12 month period end June 30, 1961. For the benefits year commencing on or after April 12, 2005, the maximum weekly benefit amount shall be $355. Fast forward to 2021, perhaps the best way to measure the progress is examine how well the process was managed. And the way the District of Columbia Department of Employment Services couldn't handle the Pandemic Unemployment Benefits not to mention regular Unemployment Insurance Benefits claim. The measure was misguided, mismanaged and below bare minimum of an flatline F, insufficient processing and response time for the grade. Those filing for Pandemic Unemployment Benefits could schedule an appointment for the American Jobs Center on Minnesota Ave Northeast location, meet with a claims examiner for over 25 minutes only for their most recent employer from 2018 to take more than 60 days to update in the system. This is a great example of how DOES doesn't adhere to its own policy guidelines of providing your most recent employer. If a claimant is filing a New Claim is unable to provide their most recent employer due to a system issue then what is the best solution? The remedy was take 60 days to update the most recent employer from 2018, but automatically enroll the claimant into Pandemic Unemployment Benefits and extend their regular unemployment benefits claim from 2019 of $51.00. The cost of living since 1938 and 1961 are no longer returning factors and in 2021 it's now the "cost to survive in a digital economy," and already it's yielding many no access to limited funds during a Public emergency Coronavirus. If the government isn't able to handle the emergency task with a response then what does that say about the Director's ability to manage the program adequately? Sorry was the word that floated the agency for its handling of the program. Even Councilmember Gray's office couldn't do anything for his constituents when they called his office for some assistance just to get their employer updated since 2018 in 2021. A District resident and claimant who asked to remain amanous experienced something very concerning. On the day their Pandemic Unemployment benefits were to be disbursed; a citizenship status was changed resulting in the DOES representative requesting they submit proof of their identity along with social security information. This was so concerning to the claimant they proceeded to the police department to file a report because their identity had been mysteriously updated without them doing anything. How ironic after they waited over 60 days for their 2018 employer to be updated to the policy requirements the system still didn't want to disburse the payment. An F, flatline failure for the process and procedure of handling Pandemic Unemployment Insurance Benefits because the Department of Employment Services did not follow it's own policy prompt with the most recent employer causing a further economic hardship on the claimant. Now that a the Wu variant has arrived the UI claims will be back to regular payments without any Pandemic Insurance included and if they gave an overpayment one will be waiting 8 weeks to receive another UI benefit because the were unable to file a New Claim since June 6.
