Kyle's working group approached the task from a captioning ecosystem learning what potential challenges in the caption ecosystem and what opportunities are there. The presentation provided a detailed description of the processing method which a caption goes through to be generated and Klye suggests first the caption creation then editing the caption then distribution of content over a receiving device or video player. Each main function is done by several different companies or organizations, and the process doesn't always proceed smoothly from left to right. What about when there is no process at all, and many allege experts make up these fancy descriptions as the rate mitigation is occurring? "Captions are initially created by a content creator, owner, or provider either internally as an individual program. The accuracy, synchronicity of captions can be a major catalyst in all these captions findings to better serve the ecosystem. Captions will be rendered through the device or an application. "Captions must be displayed for audience to see them," Kyle Dickson stated during his presentation. The nature of the content also is considered in the captioning ecosystem but that is very selective because all content should be accompanied by a caption regardless of its nature. Not having any respect for culture or ethics nor morals should also be taken into consideration when identifying challenges in the caption ecosystem. There could also be potential challenges when captioning is missing from the distribution chains and there is also a lack of awareness among application developers. The greatest one is a lack of awareness among those writing the contracts, but participants can develop policy and procedures to ensure accessibility. Quality control problems are observed and offered separate captions. There is also some benefit into file sharing to avoid duplicate captioning. Promoting and encouraging efforts to use the tools can be helpful along with educating video creators about the captions as an integral part of the creative process. In the last 12 months the FCC has resolved 400 complaints in subjects such as specific device services, along with system fixes just to name a few. An RDA complaint filing form is very straight forward and customers can call the FCC for assistance if need be. The FCC will then communicate with that covered entity and learn what the customers seeks to settle in said dispute. Typically, the time for this process is a 30-day window. There has to be a few determining factors first arriving at if there is a disability related issue along with sufficient information for any violation of rules. The record keeping establishes operating procedure to be in compliance with record keeping rules. The FCC assist both sides in the resolutions and are not to make determination of law. In the resolution process the FCC encourages the separation of both parties. AT&T expressed they would want more communication and consistency when the RDA has officially closed after resolution has been rendered. Some people who are deaf, requiring ASL are not fluent in reading English, so having other languages that people can understand is beneficial when filing an RDA complaint. Making the process clear in various formats was also a suggestion offered to DAC. A few concerns were raised in relation to accessing the complaint form on the website and that causing frustration along with giving up on the filing process. "It's important to have an ASL video about complaint process overall, and needs to be a short video," was a recommendation from the working group. Although 1,000 complaints were received by the FCC roughly 300-400 were served to covered entities to make sure issues were resolved. The satisfaction isn't always pleasing for the customer nor covered entitiy but a resolve has been provided. Perhaps starting with the correct department within any agency is the best way to get any complaint addressed and bringing forth your grievances to Congress can be misplaced and even moved for discussion without any dial-up call to the concerned entity. Back in December of 2016, it was a challenge to find any member of Congress from the great state of Texas to all the way to Utah. Furthermore, the FCC's response to the complaint wasn't classified as concerning, but former Chairman Wheeler did suggest to leave the question up to the next administration as far as closed captioning regulations. Either it was overlooked that December day by Chairman Wheeler, along with Chairman Pai, it is amazing under the guidance and leadership of a woman what can be found almost seven years later. This is after sending a tweet to YouTube to remove a defaming closed captioning along with going to Congress to ensure this never occurs again. The determination in getting this resolved was critical and very concerning never a desire, despite the later court ordered obligation. The FCC could have referred me to the 21st Century Communications and Video Accessibility Act which was signed by President Obama October 8, 2010.
The CVAA updates federal communications law to increase the access of persons with disabilites to modern communications. The CVAA makes sure that accessibility laws enacted in the 1980's and 1990's are brought up to date with 21st century technologies, including new digital broadband and mobile innovations. Telecommunications Access requires advanced communications services and products to be accessible by people with disabilities. It is better to find out now than later considering another milestone marker will arrive November 3, 2017, a court date in the matter of Hill versus Google Inc. et al and YouTube, Inc. et al. And this information could have assisted on that October 31, 2018, mediation day in which pretrial scheduled for December 12 never happened. What you create in the big tech ecosystem has a way to return to the receiver just when they forgot all their tricks for trade deals but it's no secret now that all the data sets lead back to all Obama's Brother's Keeper, men of low value but BIG tech desires and will demonstrate how distorted they will go for a seat in the Meta Verse.
